Operator qualification and competence are not the same thing
Operator qualification demonstrates that a person is qualified to perform a covered task. It does not demonstrate that the person understands why the pressure moved six psi at two in the morning.
What OQ is
The operator qualification rules for gas pipelines sit at 49 CFR Part 192 Subpart N, and for hazardous liquid pipelines at Part 195 Subpart G. An operator writes a plan, identifies covered tasks, and evaluates individuals against them.
Qualification is task-specific and evidence-based. It is a determination the operator makes under its own written plan, and it is auditable.
What OQ is not
Qualification on a covered task is a floor, not a ceiling. It establishes that a person can perform a defined activity to a defined standard, and it is deliberately bounded.
It does not establish that the person can interpret an ambiguous result, recognise when the procedure does not fit the situation in front of them, or defend an acceptance decision to a regulator.
Those are competence questions, and the distance between qualification and competence is where tests get argued about instead of accepted.
Where the gap shows up
- A pressure trace that decays slightly and nobody can say whether it is thermal
- A crew that follows a fill procedure written for a different profile
- An acceptance argument assembled after the test rather than designed before it
- An inspector who can witness a test but cannot challenge the contractor’s arithmetic
In every case the individuals involved were properly qualified. The task was covered; the judgement was not.
What closes it
Training that teaches the engineering behind the covered tasks, rather than the steps of the task itself. Why the eight-hour hold is eight hours. Why the coefficient is temperature dependent. What the pressure-volume plot is telling you while you are still pressurising.
Why operators buy it anyway
Because the failures that cost money are not qualification failures. They are judgement failures made by qualified people, and the audit trail afterwards shows everyone did what the plan said.
