The Master Checklist
The eight hours a crew spends watching a deadweight is the visible tip of a project that started months earlier. This is the countdown, and what has to close at each point.
Six months out
What closes here is everything with a lead time longer than the project can absorb.
- Segment definition — limits, pipe, grades, wall thicknesses, fittings and their ratings
- Elevation profile screened against the allowable window, and segment breaks fixed
- Class locations confirmed against the current map, not the design package
- Test medium selected, with the class-location stress caps checked against the required pressure
- Water programme started — sourcing, haulage, treatment, discharge permits
- Acceptance criteria agreed in writing, including the residual that will be treated as acceptable
- Operator qualification confirmed for every covered task the work will involve
The one that gets skippedAcceptance criteria. Agreed at six months it is a specification; agreed after the test it is a negotiation.
One month out
Now the physical and procedural work becomes specific.
- Pressure ladder built — spike, strength and leak pressures, hold durations, sequence
- Predicted pressure-temperature response calculated from measured fill volume and expected temperatures
- Instrumentation plan — pressure resolution, number and placement of temperature points, weighting
- Calibration certificates obtained, serial numbers matched to the equipment that will arrive
- Temporary works specified and rated above the highest pressure in the ladder, including any spike
- Cleaning and gauging programme planned, with a written stopping criterion
- Exclusion zones and safety plan, sized for the medium
- Records deliverable specified — format, contents, delivery date
One week out
Verification, not planning.
- Equipment on site and inspected; ratings and certificates physically checked
- Test heads and manifolds proof-tested where required
- Water available and confirmed, with disposal route open
- Fill sequence agreed, including high-point vents and their operating order
- Pig selection confirmed against the worst geometry in the run
- Communications plan and who has authority to stop
- Weather and temperature forecast reviewed against the analysis assumptions
One day out
- Line isolated and proved isolated, from more than one indication
- Instruments installed, zeroed and recorded
- Temperature probes placed as specified, not where convenient
- Recording started before pressurisation begins
- Briefing held, with the stop criteria stated aloud
- Exclusion zones set and controlled
Test day
- Fill with positive liquid-gas separation, venting summits in the named sequence
- Pressure-volume plot compiled live during the climb, not reconstructed afterwards
- Spike applied first where required, then strength, then leak
- Temperatures logged throughout, at every specified point
- Deviations recorded as they happen, with the resolution
- Analysis performed against the prediction made beforehand
- Acceptance signed against the written criteria, by the named person
- Bleed-down controlled
- Dewatering commenced promptly, ending with a stated residual condition
What makes the record surviveCould a competent engineer who was not there, working for a company that did not own the asset, reconstruct what was done and why it was accepted? If not, the record is not finished. Test records are retained for the life of the pipeline under 49 CFR 192.517 and 195.310.
